GOVERNOR AMOSUN AND THE DAYLIGHT FRAUD OF TERTIARY INSTITUTION'S FUNDS IN OGUN STATE
It will interest the good people of Ogun State to note that our god-ver-nor Senator Irokunle Amosun FCA has since joined other set of rogues of online cyber fraudsters in the world. The latest is the internal memorandum of financial transactions been circulated to all tertiary institutions in Ogun State. The memo reads in part:
CHANGE OF PAYMENT MODE
The Ogun State Government has directed all tertiary institutions in the state to go cashless. Under this present arrangement, all institutions in Ogun State are to have a unified payment portal system.
In view of the above, there is a change in the mode of payment of school fees and other forms of payment thus:
i. Make payment for school fees with ATM Card on the Ogun State University Portal and print out the official receipt. But note that with effect from 1st November, 2012 only Visa ATM Cards would be allowed to make payment for school fees on the University Portal of Ogun State government.
ii. For all other payments e.g. Payment for Final Clearance, Transcript, Certificate, Acceptance, Change of Course, Change of Institution, Re-issuance of Result, Loss of Clearance Certificate/Admission Letter, Transition, Post-UTME, Verification of Result, Printing at E-Learning, Student I.D. Card, Loss of Receipt, etc: Make payment on the Point of Sale (P.O.S.) Terminal with your ATM Card in Students’ Account in the Bursary Department of each institutions or at any other officially designated points, and obtain your Point of Sale Department (P.O.S.) Terminal receipt as final evidence of payment before leaving the location.
Any student who does not have an ATM Card is hereby strongly advised to get one as soon as possible, as no one will be able to make payment of any type without an ATM Card with effect from 1st November, 2012.

POSERS:
The greatest concern of scholars in various tertiary institutions like, Tai Solarin University of Education, Olabisi Onabanjo University, Moshood Abiola Polytechnic, Tai Solarin College of Education, School Health Technology, Gateway ICT Polytechnic and School of Nursing among others in Ogun State is where lies the autonomy of the Vice Chancellors, Provost and Rectors of all this tertiary institution in Ogun State.
For instance, as entrenched in the 2009 – ASUU agreement with the Federal/State Government that all account and financial dealings or transactions of each state or federal university be appropriated independently be each institutions respectively.
Again, our sleeping Governor is taken us back to the Stone Age (the olden days), if at all, all of this are re-building agenda of his government, has He forgotten that VISA ATM cards as payment option in banks is now been obsolete in various financial institutions. Most banks now prefer transaction with Master Card, Verve Card or E-pal payment system.
The question been asked then is; how is the government going to computerized over ninety thousand (90,000) students into the same payment portal across board in the state knowing fully well that online cyber crime is at it hub world-over, computer base transaction (CBT) is still not efficient and effectively managed in this part of the world.
Imagine if a Vice-chancellor of a University does not have recent update as to the number of students that might have paid the schedule school fees for the current year. It then leaves administrator of this schools to rely heavily on the copy and paste syndrome of this clueless government for unreliable data.
This new payment mode has ultimately given the government of Ogun State an Open-Signed Cheque to withdraw and transact at will with these institutions funds leaving the schools to wallow in cash crunch and financial instability.
When actually the good people of Ogun State expect Governor Amosun to fulfill his electoral promises of providing 50% reduction to students in various tertiary institutions in the State, what he His now embarking upon is an obsolete policy that is obnoxious and of course retarding the vision of the founding fathers of the State in the field of education. Indeed, Governor Amosun is a daylight robber and fraudsters of education funds in Ogun State.
